Are there any plans to support the SNMP Traffic sensor for devices that lack the sysUpTime OID (1.3.6.1.2.1.1.3.0), or to adjust the sensor's default behavior to work without this OID? The current workaround of creating separate in/out counters isn't practical for monitoring many ports.

As you already mentioned, devices with no OID for system uptime are not RFC compatible. We use the system uptime to ensure correct monitoring; it helps us to detect when a device was last reset. This is necessary for the correct interpretation of the counter values, and for the functionality to automatically update the port names after a device reset, for example.
For this reason, we cannot support devices that do not return an uptime value.
