General definating of RTU and traffic index

Testing out this product... on a troubled PLC network.. Can someone give me a general defination of the response time index and the traffic index. Also, is there any guidelines as to acceptable percentages? For instance I am consentintly getting values of 18% for RTU and 56% for traffic index.
