Navigation Device tree show empty list when trying to select a dependancy

When I try to set a dependency against a device and then try to use the "By Name/Group/Device/Tag" tab, I get no results. This was working in version 8 but after the upgrade to 9.1.1.1644 it stopped. I've recently upgraded now to the latest version 9.1.5.1900 but problem still persists.
