convert "not licensed" to "Licensed"

how do i convert a "not licensed" sensor to a "licensed" one? i recognize i'm at my max licensed limit, and have deleted a few sensors, but the "not licensed" ones don't seem to automatically become "licensed". i don't see a button (or similar) to press that says "take one of the free sensor licenses and apply to this sensor"
