How do I compile MIB files?

I have downloaded the MIB Importer however I received MIB's that end with .tgz. How do I convert these to .mib files?

that seems to be a tar-compressed/archived file: tar (file format)

You can use 7-zip (7-zip.org) for just about any ZIP file out there.
