I have a simple IP SLA as follows: ip sla 100 icmp-echo 192.xxx.xxx.xxx timeout 100 frequency 1 IP SLA schedule 100 life forever start-time now, but I see that sensor "Scanning Interval" is at leaset 30. How can I understand how long is my downtime? Does the tool calculate the difference in packet (loss) over the last 30 seconds? Which parameters does it use to compute the downtime ?

Hello,
you can define shorter scanning intervals in PRTG under "Setup"->"System Administration"->"System & Website"->"Scanning Intervals". The "Downtime" on an IPSLA-Sensor refers to the IP-SLA not necessarily, that the device is down itself.
