Traffic speed greater then bandwidth available

I am monitoring a T1 connected to a Cisco router using SNMP. Why is my traffic out speed sometimes greater then 1.54 mbits\s ? I know I am dropping packets on the line. Is PRTG projecting the usage if all the packets could actually flow ?
