I had an expectation that the 'scan now' button should be a way to force the scanning of the particular sensor, however it only seems to refresh the PRTG page.
I am using the ssh monitors such as SSH disk free and SSH load average.
What is the function of the "scan now" button?

"Scan Now" does just that, issuing a manual scan, but it takes some time until the scan was performed and data was returned, in most cases it's not like "run query and a second later values have been returned". Do a few manual page refreshes, you should see then how "Last Scan" counter changes as well when the manual scan was performed and retrieved values.
