Is there a way to create a report with all the notifications set up on the multiple sensors we have setup

Unfortunately, there is no unified report to get these information. However you can see which notification is added where by navigating to "Setup > Account Settings > Notifications". There you can select one notification via the checkbox on the right to open the menu next to the table. With a click on the "group of people"-symbol (below the bell symbol) you see where the notification is added to.
