I have added the SNMP Cisco Health Sensor and a couple of sensors are added. I also see the CPU & Memory Sensor. Does these sensors have predefined limits or must I enable them myself when I want to set the sensor in the down state when the CPU is getting high or the memory is getting low?

Most sensors do not come with predefined limits.
Please navigate to the Sensor's Overview page and click the small little gear icon in the bottom right corner of each Channel. In the following menu you can change the Limits.
Please define an "Upper Warning/Error Limit" for the CPU Channel for example of 90. In order to see low memory percentages, use the "Lower Warning/Error Limit" for the memory Channel.
