Time on graphs and Logs is wrong

Time Zone of the server (Win2k12R2), client (Win7) and in My Account is Moscow RTZ2. But in graphs it shows +1 hour. Emails come with (E. Africa Standard Time) and correct hours. What is wrong with it?

rebooted the server. now seems to be OK.
