If the Oracle runs on Windows you could use the WMI Service sensor to verify that the services are working. https://www.paessler.com/manuals/prtg/wmi_service_sensor
If it runs in Unix/Linux you could verify that the services are running using the SSH Advance Script Sensor: https://www.paessler.com/manuals/prtg/ssh_script_advanced_sensor

Dear David,
At the moment PRTG does not offer any native sensors for Oracle forms and reports. Monitoring via SNMP seems to be supported by Oracle, please have a look here for a PDF guide to configure SNMP for Oracle.
You can use the MIB Importer to import an OIDlib to PRTG and create a SNMP Library Sensor in PRTG.
