it there anyway to setup in Enterprise console or web GUI:

sensor fail --> do recheck 2-3 time immediately --> if all fail then alarm.

Such a setting does not exist in PRTG. A future update will bring a similar feature: If an error continues to occur, go to warning until X request (using the normal scanning interval), then go to error state.
