I am not really interested in CPU spikes, however I do want to be alerted to consistently high CPU useage over a period of time.

Is there a way to set this?

If you set a limit for warnings and alarms (say 80% en 95%) for your CPU sensors you can than set a notification on the warning / alarm that is going on for X seconds.

Would you be so kind as to elaborate on your response please, as in where to set this up?

For example, I'd like a warning if CPU is >75% for more than 1hr, and error if over 85% for more than 1 hour.

For state changes you cannot set timing conditions. State changes are always immediate, this is a fundamental basic of PRTG. You can delay the notifications on state changes though, with the latency on a trigger.
