Hi, we are managing an ISP network in Uruguay and we would like to get any tool to measure and controlo how many bytes are consumed for some special clients.

We can set the maximum speed for downloading, but our Sales Team wants to deploy a new product based on consumption given a maximun bandwith.

Do you have any tool to allow us to proceed in that way.

I'm afraid there is no simple answer to this question. The approach depends completely on the setup and topology of your network as well as the software and hardware used. Please have a look at the following article: How do I discern excessive bandwidth usage with PRTG?
So, depending on your network and devices in it, PRTG may be capable of monitoring bandwidth usage in detail, but it cannot control it. Sorry.
