I am setting up a core server cluster. The cluster itself will not monitor anything, but provide an interface to the multiple remote probes in remote locations.
My understanding is that remote probes can only report back to the master probe. This would seemingly imply that the cluster offers very little benefit, as in the event of failure of the master node, all remote probes would stop reporting.
Is this correct?

Yes, that is correct. The only probe that can be clustered and, as such, works in high-availability mode would be the Cluster Probe. Please refer to Clustering.
