We're hoping to automate some offboarding processes and would like to find a way to identify when a user is moved to a specific OU to trigger some other events. Can this be done?

I'm afraid there's no native sensors by default to monitor the OU of a user-account. So this would only be possible by writing a corresponding custom (Powershell-) Script to create a custom EXE Sensor. Maybe the following articles might help:
