Add global setting to display maximum values in charts

User Story

As a PRTG User, I want to be able to display the maximum channel values in time charts accross the entire application.

Details of User Story

Need a global setting to display maximums rather than averages. Currently, this is only available as an individual channel setting.

Acceptance criteria

Change single setting to display maximum values in historic data charts.
