I want to integrate a storm detector in PRTG, the storm detector have 4 states (Level 0, Level 1, Level 2 and Level 3), I want that the sensor change to specific color with each state. How could do that?

actually, it is not possible in PRTG to create new Sensor States. However, you might consider to use Lookups instead.
