i went into PRTG and saw a sensor was paused, i did not pause it. i know it says "paused by user" but can i see exactly who paused the sensor?

Please check the sensor's Overview or Logs tab for that information. The Overview tab should indicate the user such as:
[ [ Paused at 24.04.2019 07:38:07 by Sebastian Kniege ] ]: Paused by user

what if it only says "paused by user"? can i see who the specific user is?

What version of PRTG are you currently running and can you confirm to see such few information also when being signed in as 'prtgadmin' user account?
