How can I create a sensor to monitor a specific windows directory for XML files and then read within each new file created for a string inside the files? I'm only seeing the option to monitor a specific file, this need I have is to check not just for presence of new files but look inside each one. How can I do this?

There is no native sensor to achieve such scenario. Neither PRTG's Folder Sensor nor the File Sensor are able to monitor the content of a file. The File Content Sensor on the other hand can monitor the content of a file, but requires a defined file name which is not dynamic.
