As an admin PRTG user, I want to be able to restrict the use of pause indefinitely

Details of user story

As an admin, have the ability to be able to restrict which users have access or the ability to pause indefinitely.

Acceptance criteria

Enable/ disable the restriction of indefinite pause at a system level As a PRTG admin, restrict the pause indefinitely at a group level
