CPU sensors don't come with a threshold by default, as it highly depends on the server's role what CPU values can be considered as okay, or too high.
You can create a Dummy Device with just a single CPU sensor. Then create a Device Template after configuring the thresholds of your choice.
You can then use this template for new auto-discoveries or existing devices. Also check this article for more information: https://www.paessler.com/manuals/prtg/auto_discovery
