on cisco devices there is a command sho vpn-sessiondb that will identify the number of VPN connections established. This sensor is limited to 50 connections, however, we have up to 400 connections at a time. Can this be increased?

I am afraid that through the native sensor is not possible. However, you might want to take a look at this KB article: https://helpdesk.paessler.com/en/support/solutions/articles/76000063546 where it explained the workaround. It might help with your requirement.
