Could someone give me a little advise Is there any non masochistic way to make PRTG send alarm if windows server is not allowing RDP logons or logon takes a very long time?

For basic monitoring of the functionality we have our RDP Sensor.
For further monitoring, as described by you, we would need a PowerShell Script which uses a Remote Desktop Client that is scriptable and doesn't need an interactive GUI session to work.
In my research I haven't found one yet that gives me the options, that I would need for such a monitoring task.
As there are open source Remote Desktop Clients (like rdesktop or FreeRDP), this would certainly be possible to program based on FOSS projects.
