If I manually pause a sensor that has other sensors dependent on it, shouldn't the dependent sensors also be paused? It seems like if a sensor is already down when the sensor it depends on is paused, the dependent sensor stays down instead of pausing.

Manually pausing the master object (or by schedule) does not change the status of the sensors which are dependent on this master object. If you want to pause all objects at a time, pause the object that is higher in the hierarchy.
