Notification of alarm to my application

Can I send notifications, when alarms occur, with alarm information to an indicated URL (post or get request) by analogy with SMS or email notifications?

You can sure use the HTTP notifications in order to push data to a given URL. Did you see that already, within the notification methods when creating/editing a new one? It's Execute HTTP Action :)
