PRTG will not activate without contacting Passler.com, which is not permitted from a closed network. What would the method of obtaining a license for < 100 devices be, without Internet access from the server?

Regardless of license size, you can chose between the online and off-line activation methods. Please refer to:
You will need to install the product and enter the license you've obtained on our website. After you've installed PRTG, you will be prompted to activate it on the first log-in.
Select "off-line" for the activation method, then head to www.paessler.com/activation to enter your license's information and System-ID and generate an activation.dat file. This can be done on any system, as long as you have the relevant information.
Once you've submited the information in the form you will obtain the previously mentioned activation.dat file. Upload the file in the PRTG Activation form and it will get activated. This procedure can be done with a trial or with a commercial key.
