Only send alert if set number of devices are down

I am trying to configure an alert notification that only happens if several devices in a group are down at the same time. For example I have 20 RDS servers and I only want it to send an alert when 8 are not responding to ping or have low disk space.

You might want to check out the Business Process Sensor, which kind of does exactly that :)
