Sorry, my bad, of course you cannot send a support bundle, if PRTG is not running.....please use PRTG Administration Tool to send in logs.

This can have many reasons, could be a local virus scanner or firewall that's interfering here, blocking PRTG's attempt to bind the ports needed for the webserver. Please send us logs so we can see more details about what's going on, for example by sending us a Support Bundle.
