I need a report for bandwidth sensor where bandwidth utilization is more then 70% and less then 30% and rest of the devices will not be included in that.

I'm afraid that this is not possible with PRTG at the moment, sorry. You might want to use the Data Extractor Tool to export the historic data to an MS SQL instance to create your custom reports.
